The official Turkish official Anadolu news agency, posted an article that pointing out, the Syrian president handing over the economy of Syria to the Russian to remain in power.
In the article which is talked that, in the past week, the Russians got more active, as Russian diplomatic move on the level of the Syrian issue, which began with Moscow’s sponsorship of the agreement between the “Moscow platform” headed by Qadri Jamil, a pro-Russian in Syria, and the “Syria Democratic Council” whixj is the political wing of SDF, as Turkey considered it, as one of the institutions emanating from the separatist Kurdish terrorist organization (PYD).
This was followed by a visit by a high-level Russian delegation to Damascus, which included Foreign Minister Sergey Lavrov, who visited Damascus after an 8-year hiatus, as his last visit was in February 2012.
Lavrov’s arrival was preceded by the arrival of a high-ranking Russian delegation headed by Deputy Prime Minister, Yuri Borisov, and President Vladimir Putin’s Special Representative for Africa and the Middle East, Mikhail Bogdanov, and the composition of the Russian delegation indicates the utmost importance that the Russians attach to this visit, as the delegation included figures from the presidency, prime minister and foreign affairs. Defense and intelligence.
At the joint press conference between the foreign ministers of Syria and Russia, Walid al Muallem stressed the necessity of holding the presidential elections on schedule in 2021, and stressed the need to separate them from the course of work of the Constitutional Committee sponsored by the United Nations in Geneva.
For his part, Lavrov said, “It is impossible to set a timetable regarding the work of the Constitutional Committee.
Our current visit is devoted to discussing the future prospects for developing Syrian-Russian relations”.
It became clear through the statements made by the two ministers, the subject of interest of each of them.
While the regime focused on holding the presidential elections on time, Lavrov and those with him were referring to the importance of economic projects and reconstruction.
Putin is well aware that Bashar al Assad is in dire need of international cover to provide him with legitimacy until the next elections, and he knows well that the United States is mired in its electoral slumber, and the Iranians are groaning under the suffocating siege and painful Israeli strikes, meaning that all conditions are ripe for reaping more economic and strategic deals, which prove the presence of Moscow in the region, and it gives it a strategic advantage in warm waters that it has always dreamed of, and it also compensates it for what it spent during their military intervention in Syria.
It should not be forgotten that, the Syrian equation, which has entered a very difficult and complex phase, will not allow any party to single out the cake alone.
Rather, it has turned the dreams of the greedy into nightmares, like those that Iran is experiencing in Syria daily, by targeting its sensitive sites that have spent many years in Its creation, and I spent a lot of effort and money on it.
As it is known, Washington holds in its hand the key to reconstruction, and links it to the progress of the political process in Geneva, and to the behavior of the Syrian government, but the weakness of the US position and its lack of appetite for taking a meaningful decision regarding the Syrian issue tempted the Russians to take a step forward in terms of imposing a fait accompli on the ground, Taking advantage of the opportunity of the electoral hibernation that accompanies the US election period, which lasts for more than six months, thus paralyzing the US foreign policy movement.
But it should not be forgotten that the Caesar Act and the many other papers that US administrations usually keep are capable of enabling Washington to regain the threads of the game and seize control of matters at the time they want.
The Russian side, who entered the race to compete to share the Syrian pie with Tehran, and stipulated that the price of every step of support for the regime be paid in advance, was concerned with the economy, and indeed 40 strategic trade deals were signed, which Lavrov expressed by saying: “Syria needs international assistance to restore Building its economy”.
Lavrov said that Syria has won the war on terror with the support of Russia, and stressed that reconstruction is a priority now in the country, and called on the Syrians to unify their ranks internally, reiterating his country’s commitment to the unity, safety and independence of Syria.
The Syrian president, for his part, said that he discussed with the visiting Russian delegation new economic agreements to reduce the impact of Western sanctions on his country, and made clear that he is keen to promote economic agreements and business deals with Moscow, which is his closest ally, to help Syria bypass sanctions that undermine its economy.
As for Borisov, he explained that “Moscow handed over to Damascus last July a Russian project on expanding commercial and economic cooperation between the two countries,” indicating that the new agreement between Syria and Russia includes “more than forty new projects in the field of energy sector reconstruction, through Building and repairing a number of hydroelectric power stations, and extracting oil from the sea.
Procedurally, and indeed, Russia has signed several strategic agreements with the regime in the field of oil and gas exploration in the Syrian territorial waters in the Mediterranean, and the extraction of phosphates from the Eastern mines in Palmyra, and the Russian private company Stroy Trans Gas (CTG) has signed an agreement with the regime’s government to lease a port Tartous for the next 49 years.
The agreements between the two parties were not limited to oil, gas and energy only, but also included other aspects, including grains and food, as according to these agreements, Russia became the first country to export wheat to Syria, in addition to the agreement to build four grain mills in Homs Governorate, at a cost of 70 million Euro, which means that wheat, which is the main staple of the Syrian food, is almost completely in Russia’s hands.
Likewise, the recent Russian move cannot be separated from the general context of Syrian developments, because strategic agreements of this size between Moscow and Damascus would not have taken place had it not been for the presence of an American green light, and this was evident from the positive psyche of the United States of America regarding the path of the Syrian Constitutional Committee.
As the recent statements of American officials indicate that they are in agreement with the Russians about pressuring the regime to be serious in its handling of the constitutional committee negotiations, which showed its positive effects on the regime’s performance in the last round.
There is also Russian-American coordination on Syrian soil, the Americans and the Russians also aspire to achieve tangible progress in the political process, which US President Donald Trump uses in the election race to the presidency, and this coordination may develop and continue until after the US elections, and perhaps Discussions for a comprehensive ceasefire in all of Syria will begin at the end of next February, because US policies will stabilize at that time after the elections, but that remains linked to the end of the efforts of states and parties to improve their military position on the ground, and the new US administration’s conviction to exert sufficient pressure to start Political process.
The Syrian president is spending all what’s left of his energy, in order to hold the presidential elections next year, as the result of which is settled in advance in favor of him obviously, who is planning to appear as a newly-elected president, and not an outgoing president, and this is an important and sensitive point in the negotiation process.
The Syrian Minister of Foreign Affairs, Walid al Moallem, said that holding the upcoming presidential elections is not linked to the activities of the Constitutional Committee, and that the presidential elections will be held on time and in the possibility of any citizen, whose candidacy does not contradict the requirements of the constitution, and if Assad dream is to hold the elections at the time he wants and in the manner he wants, and the countries agreed to stabilize areas of influence and calm down, which means that the Syrian issue is at the gates of a long-term political process, in the manner of Oslo, and things may continue to be the same for a period of up to 10 or 15 years.
On the other hand, there are those who believe that the military operations have stopped, the situation has almost completely stabilized in Syria, and that the prerequisites needed to start the political process have ripened.
This scenario may be realistic and logical, but it remains mainly related to the behavior of the Russians specifically, because they are still using The Syrian arena as a card for pressure on Turkey in Libya, as the areas under control of the Turkish-backed opposition, the regions of Idlib and its environs, and even the Turkish observation bases, are being subjected to almost daily harassment and provocation by the Russians, with the aim of heating up the atmosphere and making Turkey appear as the party that breaches the Astana agreements.
It is too early to talk about clear scenarios regarding the end of the war and the start of the political process in Syria, but the overall data indicate that large and important developments will take place by 2021, especially if the Russians abide by their pledges and succeed in putting pressure on Assad, to prevent him from participating in the planned elections, and to neutralize Iran The scope of the elections was expanded to include the presidency, parliament and municipalities, provided that all these matters go hand in hand with the negotiations of the Constitutional Committee, under the auspices of the United Nations.
