According to the ministry statement quoted by Bloomberg News, Lavrov made his offer in a phone call Friday with his US counterpart Mike Pompeo.

The administration of U.S. President Donald Trump has rejected Russian invitations to enter into talks on the extension of the treaty, and Pompeo reiterated that any new agreement must include China, which has so far refused to accept any restrictions on its smaller nuclear capabilities.
